MISSION : To promote a high quality, family-centered, inclusive, comprehensive, and collaborative service system for families and children ages birth through five.

Council Operations Committee:

The purpose of the Council Operations Committee to provide unity and encouragement to the MCLIC organization, to ensure smooth operation and communication within the council, and to serve as a quality assurance body.

  1. Ensure completion of Annual Plan by October 1, 2005.
  2. Review By-Laws Annually. Complete by January 31, 2006.
  3. Maintain Letters Of Commitment and Memorandums Of Understanding. Complete by February 2006.
  4. Review FY ’06 budget quarterly; October, January, April, and June. Explore (identify) possible sources of new revenues for additional projects.
  5. In conjunction with Public Awareness & Recruitment Committee, complete the outreach visits to the McLean County Pediatricians and Family Practice physicians by June 30, 2006.
  6. Create an LIC Coordinator Job Description by February 28, 2006.
  7. Create and publish a flow chart of the system of services in McLean County for children birth to five who have developmental delays or are at risk for developmental delays; by June 30, 2006.
  8. Monitor the MCLIC Lending Libraries. Explore expanding similar libraries in surrounding towns.
  9. Complete an Annual Plan evaluation by June 30, 2006.

Transition Committee:

The purpose of the MCLIC Transition Committee is to develop countywide, comprehensive, cooperative policies and procedures to support children with disabilities/special needs, and their families, who are moving from 0-3 Early Intervention services and programs to 3-5 programs and services.

This mission can best be accomplished through the implementation of an Interagency Agreement for Transition between Child and Family Connections #16, agencies providing services for children ages 0-5, and local school districts.

Parent’s Voice Committee:

The purpose of the Parent’s Voice Committee is to provide family support through the sharing of information and resources; offer opportunities for parent involvement; and foster a strong parental network encouraging family growth and independence.

Child Find Committee:

The Purpose of the Child Find Committee is to ensure a coordinated, comprehensive system for the identification, screening, and referral of children with disabilities/delays.

  1. Monitor the delivery of developmental screening opportunities, including local school districts, Early Intervention providers, and other young child centered agencies, in promoting a collaborative effort that ensures that all young children residing within McLean County are identified, referred, and evaluated.
  2. Collaborate with the Public Awareness Committee to promote the identification of children who may qualify for services. Begin distributing developmental screening information to preschools and child care centers by December 2005.
  3. Maintain accurate screening and referral information utilizing (an expanded) a monthly Child Find Screening Data Collection Form sent to the CFC #16 Manager (copy to the MCLIC Coordinator). Monitor the Child Find monthly reporting process from the designated screening agencies.
  4. Maintain and publish a quarterly Child Find calendar to be distributed to Council members.
  5. Complete an Annual Plan evaluation by June 30, 2006.

Public Awareness and Recruitment Committee:

The purpose of the Public Awareness & Recruitment Committee is to strengthen services for young children with special needs by supporting providers of those services and through public awareness activities.

  1. Participate in 3 community events to increase awareness of MCLIC and early intervention/ early childhood services available in our community. Recruit MCLIC members to volunteer their time to represent MCLIC at these community events.
  2. Collaborate with the Parent's Voice Committee to coordinate MCLIC family events as needed.
  3. In conjunction with Council Operations Committee, complete the outreach visits to the McLean County Pediatricians and Family Practice physicians by June 30, 2006.
  4. Complete an assessment of provider needs by June 30, 2006.
  5. Annually, in writing, invite community providers to become involved in MCLIC and expand MCLIC membership.
  6. Create a portable public information display board for public awareness activities by June 30, 2006 .
  7. Increase committee size to five members.
  8. Complete an Annual Plan evaluation by June 30, 2006.
